    Reason for Being

To operate and maintain an essential transportation corridor that supports and enhances economic activity, by reliably delivering high levels of safety, convenience, and service while modernizing to meet dynamic customer and partner needs in a financially responsible manner.

    Strategic Plan Overview

The Thruway Authority remains committed to a long-term strategic plan grounded in six guiding principles: Safety, Operational Excellence, Customer Service, Infrastructure Integrity, Fiscal Responsibility, and Environmental Stewardship. As part of our triannual review, we’ve refined our approach to ensure each principle is tied to a clear objective that drives our mission forward.

Through collaborative engagement across all departments to achieve these objectives, the Authority has identified targeted strategies and developed measurable indicators to track progress. These strategies are supported by:

    • Tactical Initiatives: Defined as 1–3-year projects that advance specific strategies and deliver tangible outcomes.
    • Operational Activities: Ongoing efforts embedded in daily operations that reinforce strategies.

This structured framework ensures that our strategic plan remains dynamic, actionable, and aligned with the evolving needs of the Authority and the communities we serve.
