Overview
On Jan. 1, 2024, the Thruway Authority implemented its first system-wide toll adjustment on the Thruway system since 2010. It followed a vote by the New York State Thruway Authority Board of Directors in September 2023 to approve the toll adjustment proposal, a process which began in December 2022. The process included five public hearings in 2023, completion of the Environmental Assessment for the proposed toll modification, as well as the completion of all of the necessary actions required by the Public Authorities Law, the State Administrative Procedure Act (SAPA) and the State Environmental Quality Review Act (SEQRA). The Thruway is a user-fee supported roadway and receives no dedicated federal, state or local tax dollars.
The Thruway Authority, supported by analysis from its independent traffic engineering consultants, determined that there were additional revenues required for the Authority to fulfill its system-wide operating, debt service, and capital needs through the upcoming forecast period.
The second system-wide approved toll rate adjustment will occur on Jan. 1, 2027.
On the Gov. Mario M. Cuomo Bridge, a $0.50 annual increase to the base NY E-ZPass toll rates began in 2024 and continues each year through 2027.

Highlights
- Financial plan maintains some of the lowest toll rates in the country.
- 2024 was the first toll adjustment for system-wide NY E-ZPass customers since 2010 (14 years).
- Two system-wide toll rate adjustments - On Jan. 1, 2024 and Jan. 1, 2027, base NY E-ZPass rates increase by five percent from prior levels (4.5 cents per mile will increase to 4.9 cents per mile in 2027).
- Standard Toll rates for Non-NY E-ZPass (5.1 cents per mile for passenger cars) and Tolls by Mail rates (5.8 cents per mile for passenger cars) will increase to 8.6 cents per mile for both groups by 2027.
Tolls on the Gov. Mario M. Cuomo Bridge
- Beginning on January 1, 2024, provide $0.50 annual increases to the base NY E-ZPass toll rates on the GMMCB through 2027.
- Continue GMMCB Commuter Discount Plan (40% Discount) and INCREASE Westchester and Rockland Resident Discount Plan for the GMMCB (from 17% to a 20% discount).

Public Hearings
Four in person public hearings were held in May 2023 and one virtual hearing was held in June 2023. Comments from members of the public were accepted through June 10, 2023. Assessment of Public Comment can be referenced in the document below.
