New York E-ZPass Discount Plans

    Standard E-ZPass NY rates apply to only E-ZPass Tag(s) issued by New York E-ZPass*. All video transactions (license plate) will pay the Tolls by Mail rate. Anyone, regardless of residency, can become a New York E-ZPass customer.     *E-ZPass NY includes MTA Bridges and Tunnels, Port Authority of New York and New Jersey, New York State Thruway Authority, Buffalo and Fort Erie Public Bridge Authority (Peace Bridge), and New York State Bridge Authority.

    Basic Plan

    New York State Thruway: No minimum use is required. Passenger and commercial vehicles will receive a 75% discount on Thruway Tolls (discount applies to E-ZPass NY Tag transactions only).

    Commercial Volume Discount

    Commercial vehicle operators who incur over $1,000 in Thruway tolls per month may qualify for Commercial Charge account. 

    Special Commuter Plans

    The following discount plans are intended for frequent users of the New York State Thruway. These discounts can only be obtained with a valid New York E-ZPass Tag/account. Other rules may apply.

    1. Account Specific Discount Plans (discount applies to all tags on account)
      • Thruway Governor Mario M. Cuomo Bridge Commuter Plan: Receive a $2.40 discount per trip ($4.35 versus the $6.75 Standard E-ZPass NY rate) on the Gov. Mario M. Cuomo Bridge when using your properly mounted E-ZPass NY Tag on a valid E-ZPass NY account in good standing. Please note that vehicles used for commercial purposes are not eligible for commuter plans. A minimum of 20 trips per month is required. If fewer than 20 trips are taken per month, you will be charged $4.35 for each trip not taken. 
      • Thruway Grand Island Commuter Plan: Receive a $0.71 discount per trip ($0.29 versus $1.00 Standard E-ZPass NY Rate) on the Grand Island Bridges when using your properly mounted E-ZPass NY Tag on a valid E-ZPass NY account in good standing. Please note that vehicles used for commercial purposes are not eligible for commuter plans. A minimum of 20 trips per month is required. If fewer than 20 trips are taken per month, you will be charged $0.29 for each trip not taken.
      • Thruway New Rochelle Commuter Plan: Receive a $0.58 discount per trip ($1.16 versus $1.74 Standard E-ZPass NY Rate) at the New Rochelle gantry when using your properly mounted E-ZPass NY Tag  on a valid E-ZPass NY account in good standing. Please note that vehicles used for commercial purposes are not eligible for commuter plans. A minimum of 20 trips per month is required. If fewer than 20 trips are taken per month, you will be charged $1.16 for each trip not taken.
      • Thruway Yonkers Commuter Plan: Receive a $0.67 discount per trip ($0.58 versus $1.25 Standard E-ZPass NY Rate) at the Yonkers gantry when using your properly mounted E-ZPass NY Tag  on a valid E-ZPass NY account in good standing. Please note that vehicles used for commercial purposes are not eligible for commuter plans. A minimum of 35 trips per month is required. If fewer than 35 trips are taken per month, you will be charged $0.58 for each trip not taken.
      • Thruway Harriman Commuter Plan: Receive a $0.67 discount per trip ($0.58 versus $1.25 Standard E-ZPass NY Rate) at the Harriman gantry when using your properly mounted E-ZPass NY Tag  on a valid E-ZPass NY account in good standing. Please note that vehicles used for commercial purposes are not eligible for commuter plans. A minimum of 35 trips per month is required. If fewer than 35 trips are taken per month, you will be charged $0.58 for each trip not taken. Discount does not apply when traveling north from Harriman onto the Thruway.
         
    2. Tag Specific Commuter Discount Plans
      • Thruway Annual Permit Plan: An annual fee covers the toll for the first 30 miles or less per trip on the Thruway system, except when you cross the Castleton-on-Hudson Bridge, where a $0.65 surcharge is applied.

    Pay the following amount for each tag depending on which month you sign up:

    Note: For the next calendar year, $88, available after December 7th. This plan is assigned to a specific E-ZPass NY Tag that must be properly mounted and on a valid E-ZPass NY account in good standing. Please note that vehicles used for commercial purposes are not eligible for the annual permit plan. The sale of this plan cannot be refunded after 60 days from plan.

    • Thruway Motorcycle Discount Plan: Proof of motorcycle registration is required to receive a special E-ZPass NY motorcycle Tag. E-ZPass NY Motorcycle Tag(s) will receive a 50% discount off the standard E-ZPass NY rate. Cannot be combined with commuter plans.
       
    • Thruway Motorhome Discount Plan: Proof of motorhome registration is required to receive a special E-ZPass NY motor home Tag. E-ZPass NY Motorhome Tag(s) will receive the passenger vehicle rate based on the number of axles on the motorhome.
       
    • Thruway Special Discount Towing Plan: Pickup truck towing a “5th Wheel” or “Gooseneck” trailer will receive a discounted rate. The Tag is programmed for the tow vehicle and trailer. The Tag must only be used with the vehicle towing combination. You must first have established an E-ZPass account with the New York E-ZPass Customer Service Center.     • Green Discount Plan: Receive a special 10% discount on all Thruway facilities for Plug-In Electric and Plug-In Hybrid Electric vehicles when using your properly mounted E-ZPass NY Green Tag. For additional information, please refer to E-ZPass: Discount Plans - New York State Thruway (ny.gov). Cannot be combined with commuter plans.

      The special green Tag should be mounted on the windshield of the qualified vehicle and is not eligible for use on other vehicles. To be eligible for the green discount, customers must first have an established E-ZPass account with the New York State Thruway Authority as indicated by the Thruway logo on your Tag. Proof of vehicle registration is required to receive the special 10% discount off of the E-ZPass rate. The Green Plan cannot be combined with commuter plans. Plan Code: (NY GREEN).

    1. Resident Discount Plans
      • Thruway Grand Island Resident: Receive a $0.91 discount per trip ($0.09 versus the $1.00 per trip Standard E-ZPass NY Rate) on the Grand Island Bridges when using your properly mounted E-ZPass NY Tag  on a valid E-ZPass NY account in good standing. Please note that vehicles used for commercial purposes are not eligible for residency plans. Proof of Grand Island residency required. No minimum usage is required. Residency status is subject to periodic review.
      • Thruway Gov. Mario M. Cuomo Bridge Resident Plan: Receive a $1.45 discount per trip ($5.80 versus $7.25 per trip Standard E-ZPass NY Rate) on the Gov. Mario M. Cuomo Bridge (passenger vehicles only). This plan is assigned to a specific E-ZPass NY Tag. Your E-ZPass NY account must have an eligable license plate registered in Rockland or Westchester County. Please note that vehicles used for commercial purposes are not eligible for residency plans.Please visit NYSTA Frequently Asked Questions for more information about this residency plan.     Disabled Veterans Program

    E-ZPass Disabled Veterans Non-Revenue Program

    The New York State Thruway Authority offers free, unlimited travel anywhere on the Thruway to certain, qualifying disabled veterans. A disabled veteran who obtains a fee-exempt vehicle registration from the New York State Department of Motor Vehicles (DMV) may enroll in the Authority’s Disabled Veteran Non-Revenue E-ZPass Program. Here’s how to apply:

    • Step 1:  Complete Department of Veterans Affairs (VA) Form 21-4502  (automobile and adaptive equipment) and send to your assigned VA Regional Office, either in NYC or Buffalo. The VA will rate your claim, and if approved, you will be notified. Please call the Toll-Free VA number for questions about filling out Form 21-4502 at 1-800-827-1000 (Hearing impaired TDD line 1-800-829-4833).
    • Step 2:  When the VA approves your Form 21-4502, you may purchase an auto with approved adaptive equipment through an automobile dealer or a private individual. 

      If the specially-adapted vehicle is purchased through a NYS auto dealer, your Form 21-4502 should be submitted to the dealer. A portion of the form should be completed by the dealership and sent back to VA for processing and payment. Another portion of the form should be completed by the dealership along with DMV Form MV-1E  and submitted as part of the original paperwork for approval of a fee-exempt vehicle registration.

      If the specially-adapted vehicle is purchased through a private individual, the Form 21-4502 should be submitted to the DMV as part of the original registration paperwork for approval of a fee-exempt vehicle registration.
      Other paperwork/forms may be required by the DMV for this status designation.  See information on the Vehicle Registration and Certificate of Title  page.  If you have additional questions or need additional information, please call the DMV Call Center  in your area.
       
    • Step 3: Complete the E-ZPass Application for Disabled Veteran Non-Revenue Plan (TA-W5175) below and submit it along with a copy of your fee-exempt vehicle registration to the Authority’s E-ZPass office. Your application cannot be processed without a copy of your fee-exempt registration.

    If you qualify for a fee-exempt registration, but are charged a fee for optional specialty plates, please include documentation noting the nature of the fee and confirming your fee-exempt status.

    If you travel on roadways and tolling facilities offering E-ZPass other than the NYS Thruway or outside of New York State, you must establish a revenue account by completing the E-ZPass Application for Disabled Veteran Revenue Plan (TA-W5080) below in order to use your Tag. (This revenue account form is only for disabled veterans who have been approved for the non-revenue program and would like to set up a revenue account in order to travel outside of the NYS Thruway system.)

    Disabled Veterans Non-Revenue Program Frequently Asked Questions

    The New York State Thruway Authority’s only qualifying criteria for the Disabled Veterans E-ZPass Non-Revenue program is a fee-exempt vehicle registration from DMV. You must find out whether you are eligible for a fee-exempt registration before applying for the program (see Step 1 for more details).  Eligibility is not determined by percent disabled designations, specialty license plates or other similar criteria.

    Yes. A copy of your fee exempt registration is required with your application in order for it to be processed. Your application will not be processed without this registration documentation.

    A fee-exempt registration is a designation you receive from DMV relating to vehicle accommodations for your disability. You should contact your area VA or DMV to see if your vehicle qualifies for a fee-exempt registration (see Step 2 for more details).

    Yes. The vehicle with the fee exempt registration must in the name of the disabled veteran applying for the program.

    No. Send in a copy of your fee-exempt registration with an explanation of the additional charge on your registration.

    Yes. This program allows free, unlimited travel anywhere on the Thruway system.  The program does not provide non-revenue travel on other tolling facilities offering E-ZPass. If you wish to use your Tag on other tolling facilities offering E-ZPass, you must establish a revenue account (Form TA-W5080) in order to pay the toll due on the facility used.

    Yes. Your Tag may be used if you need to travel in another vehicle, but you must be present in that vehicle, and the vehicle must be a passenger (2 axle, 4 tire) vehicle.

    Yes. Veterans who are approved for the program are asked to send in a renewal application and updated fee exempt registration every two years based on the expiration date of the fee exempt registration.
