Overview
Special Hauling permits are required, and all such permits are subject to commercial vehicle inspections and enforcement reviews.
All annual bulk milk, sealed shipping containers or steel hauler’s permits, as well as single use SHPs must be ordered through the Highway Oversize/Overweight Credentialing System (HOOCS) . Commercial users must have an OSCAR account to apply for a SHP through HOOCS. Non-commercial users must have a NY.gov ID account.
NOTE: Annual permits that were already issued will need to be renewed via the OSCAR/HOOCS System upon their expiration.
To help keep both commercial drivers and the motoring public safe, we require special permits for overweight/over-dimensional vehicles and restrict travel at certain times.

Route Information and Restrictions
Invalid Routes

The list below details two types of invalid routes:
- Exits that are not true exits off the Thruway, because they are transfers to other sections of the road or Commercial Traffic is not allowed
- Exit 7A (I-87) - Saw Mill River Pkwy - Commercial Vehicles are not permitted
- Exit 8 (I-87) - I-287 - Transfers to Cross Westchester Expwy
- Exit 13 (I-87) - Palisades Interstate Parkway - Commercial Vehicles are not permitted
- Exit 14A (I-87) - Garden State Parkway - Commercial Vehicles are not permitted (use Schoolhouse Rd Exit)
- Exit 21A (I-87) - I-90 East - Transfers to Berkshire Section of Thruway
- Exit 53 (I-90) - I-190 - Transfers to Niagara Section
- Exits that do not provide traditional options for exit/entry in both directions
- Exit 2 (I-87) - Yonkers- Yonkers Ave - Northbound Exit & Southbound Entry
- Exit 3 (I-87) - Yonkers- Mile Square Rd - Northbound Exit & Southbound Entry

Annual Permit Information
Overweight Bulk Milk Haulers Permit
- Require a NYS Department of Transportation (DOT) Annual Bulk Milk permit.
- The maximum allowable weight on the Thruway is 100,000 lbs.
- A one hundred dollar ($100.00) twelve-month fee is charged to your OSCAR Escrow account.
- A separate permit is required for each motorized unit.
- An overweight trailer cannot be operated in a tandem combination.
- Amendments are twenty-five dollars ($25.00)
Sealed Container Permit
- Require a NYS DOT Sealed Container permit. The Sealed Container Permit Form will be available via OSCAR/HOOCS effective 1/1/20.
- A separate permit is required for each motorized unit.
- The insurance requirement includes CERTIFICATE OF LIABILITY INSURANCE (ACORD 25) and a NYS THRUWAY AUTHORITY SUPPLEMENTAL INSURANCE CERTIFICATE (TA-W51343) providing business auto coverage of at least $1,000,000 with a 30-day cancellation provision and the NYS Thruway Authority named as an additional insured using ISO CA20 48 02 99.
- The maximum weight for a sealed container permit is 125% of the legal weight (not to exceed 100,000 lbs.). Height, length and width must be of legal dimensions.
- Amendments are twenty-five dollars ($25.00)

Steel Container Permit Violations
Permit holders must comply with all Thruway Authority regulations, policies and procedures, as well as all applicable provisions of Federal, State and local laws and regulations, including but not limited to: Vehicle and Traffic Law, Department of Motor Vehicle regulations, Transportation Law, Department of Transportation regulations and Public Authorities Law. A violation of any such laws, regulations, policies or procedures may, at the Thruway Authority’s discretion, result in the revocation of this permit or the imposition of sanctions against the permit holder.
Violations include, but are not limited to:
- No NYSTA SEALED CONTAINER PERMIT
- No DOT ANNUAL SEALED CONTAINER PERMIT
- No Bill of Lading
- No Certified Weight Slip for port of entry
- Failure to comply with NYSTA Insurance Requirements
- Broken Seals
- Traveling off route
- Vehicle overweight
- Vehicle over-dimensional
- Falsified Permit
- Altered Permit
Steel Hauler Overweight Permit
- Valid only between Interchanges 49 and 56 (I-90) including Niagara Section to N 17 ( I-190).
- Steel Hauler permits commence May 1 of the year acquired and ending April 30 of the following year. These same permits will be available to late applicants on the nine, six and three month prorated basis.
- Require a NYS DOT Steel Hauler permit.
- Insurance requirements includes CERTIFICATE OF LIABILITY INSURANCE (ACORD 25) and a NYS THRUWAY AUTHORITY SUPPLIEMENTAL INSURANCE CERTIFICATE (TA-W51343).
- All other vehicle dimensions must meet legal requirements.
- Approved power unites with Steel Hauler permits may carry lower Category loads without further approval, as long as the load is equal to or less than the Maximum Weight for that Category. Additional trailers will be accepted when listed on company’s official letterhead and signed by an authorized company representative.
- All vehicles using a Steel Hauler permit must carry a copy of the approved application in the vehicle.
- Suspension of your State Steel Hauler permit will result in suspension of this permit.
- Any violation of these permit restrictions will terminate the Permit and the vehicle will be subject to Special Hauling fees and overweight fines.
- Amendments are twenty-five dollars ($25.00).
